Searching for Better Lot Not So Popular Today
Mobility of labor force went down 1.5 fold from 1994, the experts said yesterday during the Round Table of Russia’s Public Chamber. The resources of internal migration have nearly expired, including, amid other reasons, because of the 15-year move of the population to Central Russia.
In essence, the conclusions voiced in the Public Chamber yesterday coincide with the data of Russia’s Statistics Service. According to the statistic authority of the country, Russia had migration of 4.7 million in 1989. In 2005, however, the number of people moving from one region to another for purpose of residence (less migrants registered at place of staying) shed to 1.9 million.

The migration goes up only in Moscow and Moscow Region, St. Petersburg and its Leningrad Region as well as in Belgorod Region and Tyumen Region, all of them are the centers manifesting dynamic advance. The less favorable regions post clear decline in labor migration. In the Far East, for instance, it narrowed three fold and a half from early 1990s to 2001, while the number of those willing to leave the region is twice as much as in Russia on average.

In today’s Russia, no region is equal to its central part in terms of attractiveness. As a result of it, Central Russia has accumulated all resources and the reserves of inner migration have expired. So, even though the inner migration is deemed a vital factor to adjust regional distortions on the labor market, it could be hardly used to improve the situation in the country now.
