Economic Crimes Demonstrate Latent Growth
The number of solved economic cases is steadily growing, according to statistics of Interior Ministry. The H1’06 result was roughly 16,500, 1.5 fold up vs. H1’04. Taken for the above period, a bit more than 10,000 crimes were forwarded to the court and more than 4,000 citizens were put on trial.
At the same time, the latent criminality is nearing 80 percent to 85 percent, Prof. Viktor Luneev from the State and Law Institute of Russian Science Academy wrote in the “Criminality and Shadowy Economy” article. In the economic field, the share of discovered crimes narrows to between 1 percent and 5 percent and it is less than 1 percent taken for corrupt practices, Luneev emphasized.
Indeed, no more than 7,463 cases of bribery were revealed in the first half of past year, according to Interior Ministry’s statistics.
The situation with tax evasion is equally grave. Of roughly 3 million entities incorporated in Russia, about a half doesn’t submit any accounting reports. But there is no figure close to 1.5 million cases related to this crime in Interior Ministry’s statistics.
By different estimates, 20 percent to 40 percent of people employed in economy sector get under-the-table salaries, i.e. the employers of roughly 15 million to 30 million monthly cash tens of billion rubles in today’s Russia.
