Kadyrov Reshuffles Chechnya’s Govt
Chechen President Ramzan Kadyrov has started his term in office with a shakeup, appointing three top officials on Thursday and nominating his close ally for the republic’s prime minister. Kadyrov Jr. has secured succor in all key agencies of the restive republic, which even his late father, influential leader Akhmat Kadyrov failed to do.
Chechnya’s new President Ramzan Kadyrov said Thursday he would nominate Odes Baisultanov for prime minister. Mr. Baisultanov previously served as a deputy prime minister responsible for the reconstruction of war-ridden Chechnya.
On Wednesday, the Chechen president made two other major appointments. Muslim Khuchiev, leader of the Chechen office of the Fair Russia party, will become Grozny Mayor, and Chechen Deputy Prime Minister Khalid Vaikhanov will serve as the secretary of the Chechen Security Council. The two men are reputed to be close allies of President Kadyrov.
Finally, Ramzan Kadyrov on Wednesday endorsed Chechen Labor and Social Development Minister Magomed Vakhaev to head the republic’s Constitutional Court. In summer 2006, the upper chamber of the Chechen parliament voted down a candidate of then President Alu Alkhanov. Ramzan Kadyrov was widely believed to be behind the move.
More reshuffles in Chechnya will follow as Mr. Kadyrov is set to make his team younger. “We need new heads with new ideas such as Muslim Khuchiev,” Ramzan Kadyrov said presenting the new mayor of the Chechen capital. “He managed to attract as much as 1 billion rubles to invest in the restoration of Grozny.”
The Chechen president has now gained total control in the republic – legislative power with the loyal parliament, judicial and executive power presented by the new prime minister and mayor of Grozny.
