Federation Council Suspects State Duma of Promoting Corruption
Russia’s Federation Council angrily rejected on Friday the amendments to the law “About placing orders for supplying goods, making works, providing services for state and municipal needs” adopted by the State Duma. Russian senators said that the amendments promote corruption instead of combating it. The matter concerns 3 trillion roubles, the approximate sum for federal procurements in the united budget.
The Federation Council rejected on Friday the amendments passed by the State Duma in February to the federal law “About placing orders for supplying goods, making works, providing services for state and municipal needs”.
The Council concluded that the amendments to articles 22 and 34 blocked the opportunity to set wider anti-corruption demands to contractors. These amendments prohibit including the requirements for work experience, business reputation, production facilities, labor, financial, and other resources into tender documentation.
However, one of Duma developers of the amendments Martin Shakkum insists that the State Duma has supplemented the law with anti-corruption measures only. Thus, the ordering party has the right to oblige the contractor to deposit 5 percent of the deal’s cost to secure their participation in the tender, and up to 30 percent as the guarantee that it will be carried out. A banking guarantee, a contract liability insurance, a monetary deposit might also be ways to secure the deal.
