Duma Deputies Give Up Former Suspicions
// against the UN’s International Court of Justice
Russia’s State Duma voted for withdrawal of reservations for a number of international conventions allowing Russia to appeal to the UN’s International Court of Justice about giving out individuals suspected of terrorism. Now, if extradition is denied, Russia has the right to contest such decisions in the International Court. However, Deputy Minister of Foreign Affairs Grigory Karasin told the Duma deputies that Russia should not count on the immediate extradition of terrorists.
Russian Deputy Minister of Foreign Affairs Grigory Karasin said that “withdrawing the reservations for anti-terrorism conventions meets the national interests of Russia in the anti-terrorism struggle”. “It will allow us, when necessary, to involve the mechanism of court for solving conflict situations with other states in cases of groundless refusal to give out terrorists to us,” explained Karasin.
The deputy minister added: “We should not think that as soon as the reservations are withdrawn, we will immediately get a means for procuring a quick extradition of terrorists which we want to try in Russia, including the notorious leader of Chechen separatists Akhmed Zakaev in London.
Karasin reminded that the International Court discusses and decides upon extradition issues on the condition that the countries fully adhere to the convention. Finally, the Duma deputies gave their unanimous support to withdrawing the reservations.
