Food and Drugs Regulation Agencies Likely to Merge
The Russian government is thinking about creating an agency that would regulate food, cosmetics and drugs products, similar to the FDA in the United States. In Russia, three agencies currently share these functions.
Kommersant got hold of a draft concept for the creation of the agency supervising production and turnover of goods that can be pose potential health hazards. A source of Kommersant says the draft is part of the reform inside the Social Development and Health Ministry.

Authorities control the production and sale of drugs, medical devices, food, alcohol, tobacco, cosmetics, dietary supplements and home appliances. The Social Development and Health Ministry suggests merging three agencies – the Russian Health Supervision Service (drugs), the Russian Consumer Rights Supervision Service (consumer goods) and the Russian Health Protection Service (medical devices) into one. Drafters of the concept note that the emergence of a sole agency that would control all potentially dangerous goods will make the state control truly effective.

The new agency is to be set up following the model of the Food & Drug Administration in the United States that regulates food, drugs and cosmetics products in the country.

The Russia agency is to oversee development, production, sale, advertising and quality of all consumer goods. It will also issue licenses for drugs producers.
