Founders of Uniform State Exam Charged with Embezzlement of State Funds
Prosecutor General’s Office said yesterday that it had initiated a criminal case against the administration of the Federal Testing Center (FCT) of the Russian Agency for Education Control (RosObrNadzor). FCT is responsible for carrying out the uniform state exam. Its administration is now charged with abuse of office and unauthorized spending of 33 million rubles of state money. FCT head Vladimir Khlebnikov was dismissed from office for the probe’s duration. Khlebnikov declared himself not guilty.
Prosecutor’s Office has information that FCT top officials signed 23 bogus agreements and contracts in 2005-2006, transferring state funds to the accounts of Rustest company. FCT officials are also accused of spending budget funds on their personal purposes such as going on holidays abroad and buying apartments. Damages done by their actions are estimated at 33 million rubles.

FCT head Vladimir Khlebnikov said that he is not guilty of any of the charges. However, he confirmed that his female relative with the same last name is indeed one of Rustest’s board members, and head of one of FCT’s departments at the same time.

Khlebnikov was yesterday dismissed from office for the investigation’s duration. Minister of Education and Science Andrei Fursenko said that his ministry will give support to the investigation, and will take measures if the accusations are proven.
