Congress Gains Iraq from George Bush
During Iraq hearings in US Congress yesterday, influential Republican Senator Arlen Specter contradicted President Bush’s statement that only he has the right to make decisions on expanding military actions in Iraq. The transition of an important Republican to the camp of Iraq war opponents not only reinforced Democrats’ positions, but also showed that US Congress will play an active role in the issue. Dispute about Iraq is turning into a sharp discussion about the powers of legislative and executive branches.
“President often says that it is he who makes decisions. I would suggest that President remembers that it is not only him to decide. We make decisions together, and share the responsibility for them,” said Arlen Specter during Iraq debates which are going on in US Congress.

The discussion of the campaign in Iraq is growing into the debate whether US Congress might ratify something more weighty that a resolution which President Bush will be able to easily ignore.

Legal experts believe that Congress can resort to measures such as limiting the financing of war by a deadline, which will force President Bush to withdraw troops from Iraq.
