Germany to Equip EU With Constitution
German Chancellor Angela Merkel presented yesterday the guidelines of her country’s presidency in the European Council. Top priorities are setting into motion the EU Constitution and launching the talks on new partnership agreement with Russia.
Angela Merkel, German chancellor and president in office of the European Council, addressed the European Parliament Wednesday first time after Germany took over the EC on January 1, 2007.

The six-month program of German presidency that the chancellor presented proved very ambitious with the EU Constitution as the obvious highlight. Seeking to revive a stalled Constitution, Merkel warned of the risks of a "historic mistake" that would leave the bloc divided and mired in bureaucracy.

Successful completion of the Constitution’s adoption by the 2009 elections to the European Parliament is for the sake of Europe, Merkel specified.

The second target of the German presidency in the European Council is the launch of the talks on partnership and cooperation agreement with Russia. Germany will use best efforts to begin the talks in time of the presidency, Merkel made clear. At the same time, the chancellor emphasized Europe’s agitation in the wake of the recent conflict of Moscow with Minsk and Russia’s decision to suspend crude supplies to Belarus.
