3G for Big Trio
Federal Communication Agency announced yesterday the terms of the tender to render 3G communication services. Small companies have slim chances for success, speculate representatives of Association of Regional Mobile Communication Operators.
The Federal Communication Agency (Rossvyaz) has announced the terms of public tenders to get licenses for IMT-2000/UMTS services in Russia. The matter at stake is constructing the 3G networks in the country.

Next year, Rossvyaz will convene three tenders to sell frequencies for 1935MHz to 1950MHz, 2010MHz to 2015MHz, 2125MHz to 2140 MHz, 1950MHz to 1965MHz, 2015MHz to 2020MHz, 2140MHz to 2155MHz, 1965MHz to 1980MHz, 2020MHz to 2025MHz, 2155MHz to 2170MHz ranges. The bids will be accepted from January 16, 2007 to February 26, 2007, and all results will be announced April 20.

Only the companies incorporated in Russia will bid at Rossvyaz tenders. The tender commission of representatives of profile departments and power enforcement bodies will determine successful bidders in view of the number of regions covered by cellular operators, number of licenses they have in Russia and the time of operating here.

The operators are also expected to set forth the number of base stations to be built for G3 services, when they will proceed to rendering them and specify dynamics of network’s establishment.

Even though the chances of regional operators to stand against Russia’s cellular giants – MTS, VimpelCom and MegaFon – are rather slim, they still may close the ranks and come up with a single bid, the analysts speculate. “Regional operators should unite into an alliance and submit a joint bid for the license,” said Margarita Zobnina, senior consultant at IKS-Consulting. “The operators will get a license for one of the companies of the alliance. Further on, they will render the 3G services under this license, each in its network.”
