MiG Scandal Goes On
// There was no export of counterfeit spare parts
Poland joined the investigation of the alleged attempt of Russian corporation MiG to supply counterfeit spare parts for Poland’s MiG-29 fighter jets. The intermediator firm that bought MiG-29 spare parts for Poland’s Air Force and Polish Defense Ministry said they have no claims to MiG corporation. Russian Deputy Premier Sergei Ivanov said that court should establish the truth in the fraud case against MiG’s First Deputy Director General Sergei Tsivilev (see interview).
Polit-Elektronik company’s head Darius Kaminsky said yesterday that neither he, nor Poland’s Defense Ministry, nor Air Force, have ever had any claims to the quality of spare parts supplied from Russia. Kaminsky added that after Russian press published charges against MiG’s First Deputy Director General Sergei Tsivilev, the system of quality control in Poland has not changed, and will remain strict.

Poland’s National Defense Ministry’s spokesman Petr Pashkovsky told Polish TV channel ÒVP1 that “receiving MiG-29 spare parts from suppliers is a very complicated procedure”. “There were no supplies of sub-standard spare parts during the entire history of cooperation with MiG corporation,” added Pashkovsky.

Sergei Tsivilev was accused on December 8 of trying to sell old and counterfeit spare parts for MiG-29 fighter jets to Poland. MiG corporation said the criminal case was initiated to prevent Tsivilev from becoming the corporation’s director general.

A source in the Prosecutor’s Office said yesterday that the probe concerns only the last batch of spare parts prepared by MiG corporation for its foreign partners. On May 12, FSB discovered a batch of 14 control units prepared for Polit-Elektronik, and seized them as material evidence for the case. New units were sent to Poland instead of the seized ones, the source said.

Court proceeding of the complaint of Tsivilev’s lawyers concerning the violations made by the Prosecutor’s Office during preliminary investigation is scheduled for December 28.
