Resources Official Unable to Deflect Criticism
Chairman of Rosprirodnadzor Sergey Say, who was subject to criticism from Natural Resources Minister Yury Trutnev on Friday, tried unsuccessfully to shift blame onto his deputy Oleg Mitvol. Say told the minister in a letter sent on Wednesday that Mitvol performs his duties badly and asked that an internal investigation of him be started. Trutnev not only rejected Say's contentions, but held up Mitvol as an example to other government officials.
Say stated in his letter to Trutnev that Deputy Prosecutor General Alexander Buksman had informed the Federal Resources Management Supervisory Service (Rosprirodnadzor) of the agency's failure of to exercise its control and supervisory functions in the protecting aquatic facilities and guaranteeing safety at waterworks. Buksman suggested “deciding the issue of prosecuting the officials who did not ensure the appropriate organization of work.” Say pointed out that, under a Rosprirodnadzor order of September 26, 2005, supervision of aquatic facilities and waterworks was assigned to Mitvol. Mitvol, however, has spent ever increasing time audit mineral resources use, which is managed by another deputy chairman of the agency, Vladimir Smolin.

A week ago, Trutnev stated that Rosprirodnadzor and the Federal Agency for Mineral Resource Use (Rosnedra) were performing their functions badly. He suggested that disciplinary action be taken against Say and warned that “that is only the beginning.” Trutnev was dissatisfied that Rosprirodnadzor inspection had been reduced by half. The Prosecutor General's Office had noted that inspections of industrial water users had decreased 40 percent, and violation found during inspections had decreased by 50 percent, in comparison with the same period of last year.

Trutnev rejected Say's suggestion that Mitvol's performance be subject to investigation. ITAR-TASS news agency reports that Natural Resources Ministry press secretary Rinat Gizatulin quoted Trutnev as saying that “if all officials worked as effectively as Mitvol, many things in the country would change for the better.” RIA Novosti news agency reports that Say's letter to the minister was returned to him with the following notation from the minister: “Oleg Mitvol should increase supervision over waterworks. At the same time, judging from the public reaction, the effectiveness of Say is still lower than that of his deputy.” An internal investigation is being conducted, nonetheless, of Rosprirodnadzor and Rosnedra. Its findings are due on January 20.
