“Delimkhanov should hand in his honorary weapon for expertise”

Prosecutor’s office of Moscow’s Southern district is investigating the murder of FSB Lieutenant Colonel Movladi Baisarov -- former commander of Gorets special unit. Investigators will carry out expertise to discover who among security officials is guilty of Baisarov’s death. Former Deputy Prime Minister of Chechnya Beslan Gantamirov says that current Chechen deputy premier, Adam Delimkhanov, took part in the special operation. Delimkhanov denies this. Deputy of Russian State Duma Mikhail Markelov tried initiating deputy investigation of the murder. Yet, his initiative was blocked.
Moscow Prosecutor’s office began the probe of the criminal case initiated after Movladi Baisarov was killed during a police special operation on November 18 in Moscow. Investigators questioned both the members of Moscow UBOP (the Department to Combat Organized Crime) who took part in the operation, and their Chechen colleagues. It was Chechen policemen who began fire at Baisarov, who was allegedly resisting during his arrest.
Investigators have also collected weapons of Moscow and Chechen policemen, sending the weapons to expertise, along with the bullets extracted from Baisarov’s body. So far, it is known that 2 weapons fired at Baisarov. First, the Kalashnikov gun belonging to Sultan Rashaev, senior lieutenant of a private security regiment at Chechen Ministry of Internal Affairs. Second, a 9-millimeter handgun, which may have been used to make the deadly shots at the victim’s head. Investigators need to discover the owner of the handgun.
However, former Deputy Prime Minister of Chechnya Beslan Gantamirov states that the expertise of weapons collected from the policemen will hardly help discover all people who might have shot at Baisarov. Gantamirov said that current Chechen deputy premier, Adam Delimkhanov, took part in the special operation.
“Baisarov was killed from the honorary handgun Grach, belonging to Delimkhanov,” said former premier. “I say that on purpose, so that the investigators verify my version. If Delimkhanov is not guilty, then he should come to Moscow and hand in his honorary weapon for expertise.”
Russian State Duma deputy Markelov suggested probing the murder of Movladi Baisarov. However, his initiative was blocked. Yet, the deputy said that Duma’s Security Committee will take control over the investigation. Markelov will raise the issue again during State Duma’s session on Friday.
It is not for the first time that the name of Chechen deputy prime minister in mentioned in connection to the persecution of Movladi Baisarov. It was Adam Delimkhanov who said that Baisarov was a man, by means of whom “certain forces want to destabilize the situation in Chechnya”. Delimkhanov claimed that Moscow security officials prevent Baisarov’s arrest while Baisarov was wanted for kidnappings and murders. Delimkhanov also said that Baisarov would be arrested and brought to trial.
Delimkhanov refrained from any similar comments yesterday. “I do not carry out any special operations,” he said. “Moreover, I cannot comment on their results. Address Chechnya’s Ministry of Internal Affairs with that question.” However, the Ministry refused to speak about the operation, saying that the incident is being investigated.
