Russia’s Crude Adjusted to European Standards
A Center of Stable Energy Development is being set up in Russia under auspices of the RF Industry and Energy Ministry. This government’s backed-up analytical institution of energy policy will focus on coordinating the data interchange standards related to reserves and production of energy resources, doing it along with elaboration of energy agreement between Russia and EU. At present, the EU information about condition of fuel and energy sector in Russia differs materially from the Russian data.
RF Industry and Energy Minister Viktor Khristenko announced Friday that a Center of Stable Energy Development is being created in Russia. The founders are the Center of Energy Policy, Rosinformresurs, Academy of National Economy, Central Controller Department of Fuel and Energy Complex and Management Technologies Agency.
By late 2007, the Center will have a status of organization accredited with the General Conference of UNESCO. The key task of the Center, the minister said, is providing “adequate information about Russia in the form clear to the world community.”
“The Center is needed so that the world community could work with real figures. Nowadays, we have the information of International Energy Agency (IEA), OPEC, but this information is the data of a single party. One cannot negotiate by handling different figures even for the crude production, but this is what is happening now,” said Georgy Kalamanov, deputy chief of the ministry’s department for international cooperation.
So, one of the key concerns of the new Center will be agreeing on the methods of disclosing the information related to fuel and energy complex. Currently, the difference in standards is one of the most urgent problems when coordinating energy strategies of Russia and EU.
