Stop Winking Lights
Chief of the Traffic Police of Russia's Interior Ministry (GIBDD) Viktor Kiryanov reported yesterday the execution of president’s order to curtail six fold the number of winking lights installed on the cars of bureaucrats. As it turned out, the winking lights of special services suffered material losses, but a raft of officials managed to maintain the signs of authority on roads.
A month ago, President Vladimir Putin enumerated in his special ruling the top priority actions to ensure safety of traffic. Amid them were banning special state signs and the so-called flag numbers (takes effect February 1, 2007) and materially reducing the number of winking lights. Yesterday was the deadline to report on the progress in this order of president.

In line with Putin’s commitment, it was decided to cut by half the number of special services with winking light benefits. The black list sets forth Transport Service of the Central Bank of Russia and Russia’s State Repository for Precious Metals, Special Communication Service and Communication-Security Service of Russia’s Communication Ministry. The list also includes prosecutors, drug control service and bailiffs. The vehicles of all of them bear special graphic signs.

But there are losses among the cars with no graphic signs but with winking lights (used by bureaucrats). Their number was shortened six fold – up to 1,000 vehicles. The winking light licenses that were granted earlier will remain valid till the end of 2006. But even after the expiration, the officials will be able to use special benefits. In Moscow, there are a few firms rendering winking light services, including ensuring a green corridor.
