FMS to Render Limited Hospitability to Migrants
Ordered by President Vladimir Putin to elaborate new laws on labor migration, Russia’s Federal Migration Service (FMS) has prepared two draft rulings of the government. The documents introduce a labor quota notion for CIS migrants coming to Russia from states with no visa procedures and reduce by half the term of multiple visas.
The aim of the draft rulings is to define more exactly new Migration Acts that take effect January 15, 2007. One of the drafts cuts by half, from 180 days to 90 days, the term of continuous stay of the foreigners that have multiple visas. This provision affects residents of Georgia and Turkmenistan, as Russia has the visa procedures with those two states.
The ruling on labor quotas for foreigners will cover all CIS migrants, though previously the quotas were in force only for the aliens, who had to get visas of Russia. These quotas will be approved by the cabinet.
The quotas will be determined in view of the list of professions called for in the regions of Russia, requirements of the native population and supply of the state of origin, said FMS briefer Konstantin Poltoranin.
Most of all, the quotas will affect megacities. “Moscow doesn’t need so many people working on the market. In general, the country doesn’t need a lot of categories of specialists that should be cut out first at the level of FMS and then of the government,” Poltoranin specified.
