Kasyanov Is Outside the Law Now
The Federal Registration Service has refused to register People’s Democratic Union Movement led by Russia’s former PM Mikhail Kasyanov. Theoretically, a public organization in Russia doesn't need the registration to exist. But the failure of this effort signals the chances of Kasyanov’s mates to register their movement as a political party are very slim.
Russia’s Federal Registration Service (FRS) turned down Kasyanov’s movement on the claims to its Charter and constituent documents. According to FRS, in three regions (Ulyanovsk, Mari Republic and Buryatia), some participants of constituent meetings didn’t confirm their actual participation in them.
Another claim of FRS is even more interesting. With no justified reasons, FRS said, the name of the organization mentions two forms of establishment. "An organization cannot have a union and a movement in its name," explained Galina Fokina from FRS, adding that the refusal is no tragedy, as an organization may submit documents hundred times or appeal the denial in court.
The registration denial won’t affect plans of Kasyanov supporters to create a party, said Konstantin Merzlikin, who is the comrade-in-arms of former PM. The actual decision will depend on the regions and expediency to create a party in today’s environment, Merzlikin specified.
Anyway, registering a party will be much more difficult for Kasyanov. The National Bolshevik Party of Eduard Limonov, for instance, abandoned the hope to get official acknowledgement in Russia and went to the European Court of Human Rights to seek the truth there.
