State Govt Reform Fell Victim to Corruption Here
The World Bank reported Friday the recent progress in institutional reforms in Russia. The bank saw no actual results of administrative reform, the reform of state management and the budget reform. The reason is corruption, which couldn’t be overcome by standard methods of treatment.
On Friday, Russia’s office of the World Bank came up with two surveys covering November 2005 through July 2006. The highlight of the first survey was comparing Russia’s institutional reform with reforms carried out in other states, while the second report was dedicated to administrative reform and reform of the state management in Russia.
For the World Bank analysts, the key issue was the lack of results that could be attributed to administrative, budget or state management reforms held by the government in the past five years. Not only no progress has been spotted in this field, the quality of state management in Russia has materially worsened recently, the analysts concluded, naming corruption as the key reason of failure.
The growth in corruption, World Bank analysts predicted, would affect the country’s ability to finalize comprehensive program of institutional and administrative reforms and impair the advance of the private sector, eventually breaking stability of economic advance in Russia.
