Civil Aviation to Be Subjected to One-Man Management
Russia’s Transport Ministry is willing to re-distribute control over the civil aviation in the country. The idea is to consolidate in a single department, to be more precise in the Federal Agency of Air Transport (Rosaviatsia), the functions split between Transport Ministry, Federal Transport Supervision Service (or Rostransnadzor) and Federal Air Navigation Service (Rosaeronavigatsia).
Rosaviatsia can become a single body to control civil aviation, Transport Minister Igor Levitin told reporters after the wide-attendance get-together of his ministry. It should assume, for instance, the certification function of Rostransnadzor, the minister said.

Of interest is that the re-distribution advocated by Levitin will probably coincide with the management upheaval. At least sharp criticism of subordinates voiced by the minister yesterday suggests exactly this conclusion.

Levitin’s initiative was hailed by airlines. “Not only that the functions are fuzzy, there is no clear understanding as to who is responsible and for what,” said Aeroflot Deputy General Director Lev Koshlyakov. “The airlines are very interested in establishing relations with a definite body.”
