Russian Science Academy to Survive Full-Scale Reform
The government of Russia will get a bill one of these days, whereby the RF president will approve the president of the Russian Academy of Science. It will begin the full-scale reform at the Academy, which will significantly trim the authority of its administration.
In the mid-August, the cabinet will take up the bill, which spells out new election procedures for president of Russian Academy of Science, said a source with the government. The critical changes are as follows: once elected by the general meeting, the president of the Academy is to be approved by the president of Russia and the government will sanction the Charter of the Academy.
If the bill is promptly backed up by the government, the elections of Academy’s president that are slated for December 2006 will be held under new regulations.
Despite the official support granted by the Academy to the novelty, its Presidium is rather divided on the issue. The RF president’s visa for candidate to take over the Academy could be interpreted as “the credence given” and will actually provide administrative resource to the Academy’s president, said Yury Osipov, who is the current president of Russian Academy of Science. But Academy’s Vice President Gennady Mesyats and Academic Secretary Vladimir Fortov are sure this move will lead to the loss of independence and allow the authorities to pressurize the Academy.
