Analytical Potential to Help Governors
// Russian Security Council will help develop regions
Russian President Vladimir Putin held a session of the State Council yesterday. The session was devoted to the “strategic planning of socio-economic development of the Russian Federation”.
President of Kalmykia Kirsan Ilyumzhinov stressed the necessity of the reform of economy planning. He said a special State Planning committee within the Federation Council is necessary. He also said Russia needs to develop the Caspian region and build seaports there.

Governor of Stavropol Territory Alexander Chernogorov believes that governors should take part in approving the federal budget.

Governor of Krasnoyarsk Territory Alexander Khloponin gave the example of Gazprom’s 5-year program for building natural gas conduits to every inhabited locality in Russia. He said a 5-year plan is the perfect model for regional development planning.

Governor of Kemerovo region Aman Tuleev disagreed, however. He said no State Planning committee is necessary, because there already exists the Ministry of Regional Development. Yet, Tuleev admitted that the ministry’s head Vladimir Yakovlev should be given more powers.

President Putin said “there should remain no retarded provinces and backwater districts living separately from the plans of Russia as a whole and from the development trends of the modern world.” Putin suggested to use the analytical potential of the Security Council of Russia. He also offered to hold a joint session of the State Council and the Security Council. Alexander Khloponin said it is necessary to work out a law “On regional development” as soon as possible.

The Minister of Regional Development Vladimir Yakovlev said “the regional strategy should be interconnected with the land”. Meanwhile, as long as there is no legislation on the issue, Yakovlev suggested to create a “fund for financial support of the regions which distinguished themselves”. The fund will be subordinate to the Ministry of Regional Development. And it will be the same ministry to chose the distinguished regions and to support them financially.
