Governor Revives State Planning Ghost
At the yesterday’s meeting with President Vladimir Putin, Krasnoyarsk Region’s Governor Alexander Khloponin suggested setting up a Strategic Planning Council that would coordinate strategic development programs of regions. But the cabinet has a body that focuses on these tasks now. It is Vladimir Yakovlev’s Regional Development Ministry.
The meeting of Russia’s president and Krasnoyarsk governor was held in view of today’s sitting of the State Council, where the social and economic planning for the regions will be taken up. Khloponin, who is likely to report to the Council, voiced some ideas yesterday. The governor suggested committing the cabinet and regions to pass basic documents for mid-term strategic development programs with regard to territorial aspect.
Khloponin said his concern was the absence of coordination between the plans of federal authorities, regions, state corporations and private business. “The lack of coordination doesn’t allow shaping a regional strategy,” the governor emphasized.
Another proposal was establishing a Strategic Planning Council that would “tune up direction of regional planning.” The members would be representatives of federal and regional authorities and big business, Khloponin said as if declaring a war to Russia’s Regional Development Ministry. The plans for strategic development are exactly its domain now.
