PM to Tune Govt Last Time
Structural reorganization in the cabinet is likely to be the matter of first magnitude at the nearest sitting of Russia’s Security Council slated for the second half of June. The issue will be raised by PM Mikhail Fradkov, who isn’t very pleased with triangle of Economic Development and Trade Ministry, Finance Ministry and Industry and Energy Ministry. Once the tuning idea for the cabinet is backed up, the latter could face profound upheaval already this summer.
The plans of Fradkov to change the game rules in the cabinet were unveiled by a high-ranked source in the government on condition of anonymity. Asked about the rumors that Rosenergo (Russian Energy Agency) will be liquidated, the Industry and Energy Ministry split into two ministries and the authority of Economic Development Minister German Gref materially curtailed up to his resignation, the source said the matter at stake is new approaches to controlling the cabinet. The changes root in insufficient efficiency of the current economic bloc of the government.

Another source close to the government said Fradkov will voice his proposals at the meeting of Security Council attended by President Putin.

So, when the Security Council gathers next time, which could be already in the last decade of this month, Fradkov will make his report to improve competitiveness of Russia’s economy. Other reports will be delivered by First Deputy PM Dmitry Medvedev and Deputy PM Sergey Ivanov and dedicated to national projects and national security.

Tuning the government that may happen already in June is the highlight for Fradkov, said a source with the White House. It suggests abandoning the strict structure of economic bloc in the government, which the mastermind of administrative reform, Dmitry Kozak, made solid in 2004, introducing new positions of functional deputy PMs and lifting the secret ban on re-grouping the ministries.
