Emergency Ministry Opens Fireproof Cash Desk
Emergency Minister Sergey Shoigu suggested yesterday stripping firemen of the supervising authority in favor of private firms of fire safety. By this move, the minister hopes to crash the exaction system established in relations of business and the state service for fire prevention – Gospozhnadzor. Shoigu has been backeded up by President Putin in this undertaking, while entrepreneurs think they will have to pay both to private firemen and to the government’s ones from now on.
Emergency Minister Sergey Shoigu made to President Vladimir Putin an exceptional offer yesterday. The minister actually suggested abolishing the subordinate service for fire prevention, Gospozhnadzor, transferring its authority to some “audit of fire safety in enterprises” in an effort “to curtail corruption in this field.”

Shoigu hasn’t meant complete liquidation of Gospozhnadzor, a senior official of the latter, Yury Nenashev, explained. The offer was to divide all enterprises into the more responsible and less responsible ones in terms of the fire safety.

The first group will comprise big fire-risky enterprises such as refineries and enterprises with big crowds of people (business centers, supermarkets, schools, etc.). The small shops, offices or stores will be added to the second group.

According to Nenashev, they will retain control over big enterprises but get rid of the trifle ones. A small factory or an office, Nenashev said, could be controlled by the owner under the contract with a firm rendering services of fire protection.

The businessmen inspected by Gospozhnadzor don’t hail the forthcoming reform, fearing they will pay more in the end. “I could have paid $500 in cash to a definite man once a year. Now I will have to pay for services of an intermediary businessman. It will be $1000 as a result,” said one of them.
