Private Data Bill Perfected to Ideal
The working group of the State Duma has resolved to soften some provisions of the Bill on Private Data. In particular, the deputies suggested crossing out the clause on “the state register for the population” and dropping “unique and permanent identifier of private data.”
Actually, the final wording of identifier’s clause will be clear only after the sitting of the committee for constitutional legislation. Nevertheless, the adherents of the religious evaluation of the bill appear to be satisfied with the yesterday’s decisions of the committee. The document has been improved in view of “ideal picture of the world, which is incompatible with information technologies,” said Vladimir Pligin, who chairs State Duma’s committee for constitutional legislation.
Regardless, spokesmen of the Communist Party in the State Duma are convinced the law contradicts to today's Constitution. The communists declined to elaborate, planning, perhaps, to provide details at the next sitting of the working group. Another hope is that the government will finally explain the role of the state body, when the committee meets next time. The authority of the said state body will be really wide, ranging from registration to control over activities of those involved in the private data’s collection.
