Russian Regions Are Developing External Liaisons
Yesterday, in the Russian Foreign Ministry there was a scheduled VI Session of the Heads of the Regions of Russian Federation.
The session was chaired by Foreign Minister Sergey Lavrov. Among the participants of the session there were heads of Moscow, Astrakhan, Vologda, Kaliningrad, Kirov, Magadan, Sakhalin, Tomsk regions and Khanty-Mansi Autonomous District as well as representatives from the presidential administration, Ministry of Economic Development and Trade, Regional Development, Cultural and Mass Communication, Education and Science, and Federal Immigration and Customs Services. On the sessions of the working groups, the Mayor of Moscow Yuri Luzhkov, and Governor of Kaliningrad Region Georgy Boos (on photo together with Sergey Lavrov) made speeches. In the end of the session, the Department of Information and Press of the Foreign Ministry issued the statement which says that “During the course of the session, the participants came out with recommendations for more efficient participation of the Russian Federation subjects in international regional organizations to increase effectiveness of international and economic liaisons of Russian regions with states of the Middle and Central East.” The recommendations that were adopted by the council also say about the necessity to develop a legal basis for external economic liaisons and preparation of qualified personnel for the subjects of the Russian Federation. The organization of the subjects of the Russian Federation was created at the Foreign Ministry in January 2003 at the request of Vladimir Putin. The organization provides support to the subjects of the Federation in development of their external economic liaison, helps regions to participate in the preparation of offers for various external political and external economic issues. Currently the council includes heads of seven subjects of the Russian Federation (regions) –one from each federal district, as well as representatives of the presidential administration, several federal ministries and agencies.
