Duma Calls for Creating Traffic Safety Body
Russia’s State Duma focused on the traffic safety actions Monday, December 5, blaming the surge in car accidents on police officers, who, in their turn, never hesitated to shuffle off the load onto the transport officials. In the end, everyone agreed to set up a special federal body that could be brought to account concerning the order on roads of Russia.
The yesterday’s Round Table of the State Duma stems from the statement made by President Vladimir Putin November 15. On that day, Putin backed up the federal program’s concept on ensuring traffic safety from 2006 to 2012. The highlight is to cut the number of car victims from 34,500 in 2004 to 23,000 in 2012, which could be attained, the concept says, by reviving a raft of actions, including accumulative system of penalties, checks of soberness by police officers and other repressive measures. Most of them were terminated in late 1990’s, but fiercely lobbied by police over the last years.

It appears the State Duma’s deputies have reasoned it is time to get involved in the battle for traffic safety. Member of security committee, Gennady Gudkov set the general tone Monday, lashing out at police officers and criticizing the transport policy of Moscow.

Viktor Pokhmelkin, who heads the Automobilists Movement of Russia in addition to his activities as the State Duma’s deputy, was the first to suggest establishing a single federal body that would eye the traffic safety. In Russia, only the president can decide on creation of this or that federal authority, so Putin is likely to be served with a respective address of Duma’s deputies in the near term.
