Kommersant publishes a regular rating of the Russian managers’ professional reputation. The top 100 of Russia’s most professional executives and leaders of the industries is drawn up by the Managers Association of Russia which issues it jointly with Kommersant Publishing House for the sixth time.
The Rating’s Goals and Audience

“The Professional Reputation of Russian Managers Ratings” program of the Managers Association provides an unbiased, independent and comprehensive evaluation of the professional level of Russian top executives and fully indicates their professional abilities given the peculiarities of the Russian business.

The rating is aimed at the business society as well as other people concerned – business and professional mass media, recruiting and executive search agencies. The professional evaluation of Russian managers is essential for Russian and foreign investors.

How the Rating Was Drawn Up

The rating is based on the system integral approach designed to consider the highest possible number of parameters to assess the professional reputation of a manager. “The Professional Reputation of Russian Managers Ratings” program is distinguished by a deep workup of all the preparation stages and the implementation of the research.

The methodology is based on a number of conditions that set the research of the Managers Association apart from other ratings. The official auditor of the project, Deloitte, guarantees the observance of the methodology in drawing up the rating.

Despite the strict criteria of the selection, a number of the candidates to enter the rating is nearly 3,000. Among them are representatives of leading companies of all Russian industries and top managers of inter-industrial holdings and associations. Managers of this rating, from different regions of Russia, are united by the top competence and professional reputation.

Over 430 experts – representatives of state establishments, non-profit making industrial and regional business associations, leading investment companies and banks, consulting companies, rating and news agencies, economic and business mass media – took part in the calculation of the rating. The expert pool was made up of executives and functional directors of Russian companies of all industries and regions, insiders of the business who can ensure the comprehensive evaluation of the work of their counterparts.

The Criteria of the Evaluation

The experts evaluated the professional and personal efficiency of the candidacies in the questionnaire, worked up by the Managers Association and approved of by a task force. The following criteria were assessed by the 5-point scale.


The Professional Efficiency Evaluation

Question 1. Management Efficiency of the Company

- Long-term plans and the strategy of the company are clearly and comprehensibly worded.
- The company has effective mechanisms of the implementation of its strategic plans.

Question 2. Financial Efficiency of the Company

- The company applies up-to-date methods of financial management.

- A public financial accounting of the company correctly shows the balance of assets and liabilities and may be used to calculate the enterprise’s actual value.

Question 3. Corporate Efficiency of the Company

- In the decision-making, top executives of the company equally consider the interests of all the parties of the company involved (shareholders, investors, trade unions, state bodies etc).

- The information on the company’s development strategy, plans and means of solving problems is public and comprehensible.

Question 4. Commercial Efficiency of the Company

- Relations between the company and partners are balanced and adequate to the current state of the market.

- The company develops new businesses and markets using available production facilities.

Question 5. Innovation Efficiency of the Company

- The head of the company promotes the use of advanced ideas in the management and innovations in the production and sales.

- The management of the company quickly adopts new methods of the production, sales and management.

Question 6. Social Efficiency of the Company

- The company pursues efficient social policy.

- The company’s management is encouraged to prepare a new generation of employees inside the company to ensure the management succession.


The Personal Business Reputation Evaluation

Question 7. The Leader’s Reputation

- The executive of the company efficiently manages the stuff to reach the goals and correctly assigns tasks, powers and responsibility.

- The company’s executives have leader’s qualities that help them not only to find their bearing and make adequate decisions, but also be publicly significant figures.

Question 8. The Expert Reputation

- The head of the company is reputed to be a leading expert in his or her industry.

- Apart from knowledge and skills in the operational and strategic management, the head of the company has the knowledge of key functional spheres of administration.

Question 9. The Social Reputation

- Words and actions of the head of the company are highly trusted in the society.

- The head of the company takes an active part in the development of the business society. He or she sits on professional associations and unions and airs his or her views on pressing issues in the mass media and at public events.

The Processing and the Calculation of the Results

j integral evaluation of the professional reputation of a candidate was calculated by the following formula:



where

ai - the weighting coefficient of the criteria of the evaluation of the professional reputation is non-negative the sum of which equals to 1;

Xij - the point in every criterion of the professional reputation evaluation is calculated by the simple average of all the grades given by the experts on the questions of the questionnaires on the candidate in question.

kp - the coefficient of correction depends on the company’s volume of production (services provided). A company with the annual production volume over $1 billion has the coefficient of 1.45 of the base one, from $100 million up to $1 billion – 1.15, from $50 million up to $100 million – 1.00; from $10 million up to $50 million – 0.85, below $10 million – 0.70.

Grades were rounded to the second figure after the dot and were multiplied by 100 to provide the integers of the grades.

After the indices were calculated, the candidates were grouped in Top 100 and in the four groups of the professional reputation under the letters A, B, C and D, where they are not ranked because the difference in the points they scored is insignificant.

We should note that the research does not evaluate the activities of the business leaders – the representatives of the Russian business society whose work has the national importance and impacts the Russian economy. Executives who head and manage major Russian industrial holdings are alphabetized in the list of business leaders.
