FSS General Keeps Company with Governor and President
President of Russia Vladimir Putin put forward to regional parliaments for their approval three candidatures of local leaders, including Murat Zyazikov, president of Ingushetia Republic, Vladimir Chub, governor of the Rostov Region, and Viktor Maslov, governor of the Smolensk Region.
Federal Security Service (FSS) General Viktor Maslov was elected to govern the Smolensk Region in May of 2002. His authority expires in early June of 2007. Maslov might have raised the question of confidence during the personal meeting with Putin on May 12. The experts speculate Maslov has desperately needed to talk to the president to be buoyed up against powerful enemies in the presidential staff. On the other hand, Maslov could be at ease as far as the local Duma is concerned – the deputies were ready to vote for him already on May 26, but Putin brought in his candidacy only June 11 and the date of the voting is yet unclear. “The next sitting of the Duma is slated for June 16 but it won’t consider the issue,” Vladimir Anisimov, speaker of the regional Duma, told Kommersant.

Rostov governor Vladimir Chub had no reason to feel apprehensive. He called for a vote of confidence on June 2, 2005. On June 8, Presidential Envoy to the South Federal District Dmitry Kozak announced he will recommend to the president to put forward Chub’s candidacy to the Regional Assembly. In return, spokesmen of the local parliament specified the voting could be held June 14. At least three thirds of the deputies are expected to back up the governor.

Ingush President Murat Zyazikov sought confidence with the president also on June 2 and was similarly praised by Kozak. He may get approval already today.
