Siemens Hopes Doomed to Disappointment
Russia’s Federal Antimonopoly Service (FAS) officially rejected to authorize Siemens’ acquisition of 74 percent in Power Machines. Though obviously not taken by surprise, the parties to the deal declined any comments.
FAS head Igor Artemiev promised to decide on the deal between Vladimir Potanin’s Interros and Siemens before late April. Under the deal, Interros was going to sell stocks of Power Machines to Siemens. Actually, the government’s officials and market players expected the decision to be made top high over the trade fair currently held in Hanover. But neither Russian President Vladimir Putin, nor German Chancellor Gerhard Schroeder have ever mentioned it in formal statements. However, the deal was commented on by Russia’s Industry and Energy Minister Viktor Khristenko. Khristenko was explicit when he declared that “deficiency of Russian laws makes it impossible today to sell Russian defense enterprise to a foreign investor.”
The curtain over nearly a year-long discussion dropped yesterday. Igor Artemiev sealed an official and outright rejection, a top echelon source with the government told Kommersant, adding the German party was notified yesterday night. In Interros, they claimed they knew nothing about the FAS resolution, “but it could have been really made yesterday,” they said. Siemens agency in Russia declined to comment at all.
