Universities Passed Entrance Exams
The RF Education and Science Ministry has finally decided on the list of universities to be rescued from the most pompous reforming undertaking of Russia’s higher school – the entrance of graduates by results of the Uniform State Exam. The novelty is opposed by quite a number of rectors, saying that exam doesn’t allow to reveal the truly talented graduates.
Russia’s Education and Science Ministry has finally decided about the graduates’ admission to the universities based on results of the Uniform State Exam. The officials made out a list of 24 universities, which heads will maintain control over the reception commission. The government is expected to OK the list in the nearest future.

Fifty universities applied for the right to independently hold entrance exams in 2009. Amid 24 winners are Moscow and St. Petersburg State Universities, Finance Academy, Higher School of Economics, Academy of National Economy, MGIMO.

One of the purposes of Russia’s Uniform State Exam is to lessen the extent of subjectivity at reception commissions and, therefore, to confront the corruption (under the estimate of the Higher School of Economics, the annual yield from bribes and exam tutoring reached $3 billion). The opponents advocate additional exams, claiming the Uniform State Exam prevents them from revealing the truly talented graduates. At the same time, people in the rectors’ community acknowledge that the university administrations oppose the efforts to strip them off ultimate control over admission to universities.

The government has upheld the university elite. The formal criteria for adding to the list of 24 was the contest amid the universities. Only those of them where the number of graduates with excellent results of the Uniform State Exam (80 of 100 scores) was at least twice above the budget places could have applied for the advantage of additional examination.
