Military Reform Starts with Elite
The reorganization of the military announced by Defense Minister Anatoly Serdyukov will begin with the transformation of the 106th Tula Infantry Division and the 2nd Taman Motorized Rifle Division of the Moscow Military District into brigades, according to a ministry source. Serdyukov announced the reforms on October 14. He did not provide any specifics about the mechanics of reform, saying only that the process would begin in 2009. An important element in them will be the transition from district-army-division-regiment hierarchy into a district-operational command-brigade model.
Neither the Tula nor the Taman Division claims to have been officially informed of the impending changes. They are both located in the village of Alabino, Naro-Fominsky District, in Moscow Region. After their reorganization, sources say, the 4th Kantemirov Tank Division and the 98th Svirsk (Ivanovo) Infantry Divisions will be next. They are both part of the Moscow Military District.

The M.I. Kalinin 2nd Taman Motorized Rifle Guard Division of the Order of the October Revolution and the Red-Bannered Order of Surov was formed on July 8, 1940, in Kharkov. It was one of the first division to be designated a guard division. It was named the Taman division for the liberation of the Taman Peninsula. Units of the division were mobilized in Moscow during Stalin’s funeral in March 1953 and during the events of August 1991 and October 1993. Its units also took part in counterterrorist operations in Chechnya in 1999. It currently consists of six regiments.

The 106th Tula Infantry Guard Division of the Red-Bannered Order of Kutuzov, second class, was formed on January 15, 1944, in the suburbs of Moscow. In 1992, units of the division formed the first peacekeeping contingent in Serbia and Croatia. In spring of 1992, the division evacuated Russian and foreign diplomats from Kabul. Its units also maintained order in Moscow in August 1991 and October 1993. Its units also participated in conflicts in the North Caucasus.
