Anticorruption Legislation Ready
Chief of the presidential executive staff and chairman of the interagency working group to combat corruption Sergey Naryshkin announced yesterday that Russian President Dmitry Medvedev may introduce a package of anticorruption laws in the State Duma by September 30. The working group will give the laws its final approval that day, after which the president will immediately hand it over to the Duma. The president made combating corruption an element of his election campaign and approved the plan for the legislation on July 31. The package contains amendments to more than 20 federal laws.
Naryshkin stated that the main law in the package “On Combating Corruption” contains the bases of state policy on that issue. “Emphasis is placed not only on greater responsibility for violations of the law, but also on prevention of corruption,” he said. Commissions on “observation of the requirements of working behavior for civil servants” and “the settlement of conflicts of interests” will be set up in practically all federal agencies.
Model laws will be tested in the Urals Federal District. “Such laws have been passed in practically all the subjects [of the federation],” said Naryshkin. He overstated the facts somewhat. There are several regions that have yet to pass anticorruption laws. Sverdlovsk Region, for example, only began considering its legislative package yesterday, and Samara Region is even farther behind schedule.
Deputy Prime Minister and chief of the government staff Sergey Sobyanin also stated yesterday that his administration is giving its full attention to the fight against corruption. He said that the government is preparing 80 draft laws to combat corruption. He added that support for small and medium-size bsuinessis an essential element in the fight against corruption.
