Russia’s Voting Authority Promotes Online Voting
Russia’s Central Election Commission announced yesterday that it would hold the Internet voting as a sort of an experiment. The event will happen October 12, in time of election of lawmakers to Municipal Assembly of Novomoskovsk-town of the Tula region. The success will probably pave the way for the amendments to the legislation that will authorize the Internet voting.
The current legislation bans Internet voting, so the experiment of Central Election Commission, is actually the online poll of voters. It will be held October 12, during the election of lawmakers to the Municipal Assembly of Novomoskovsk-town of the Tula region. Observers from various parties have been invited to monitor the course of the experiment. According to Central Election Commission head Vladimir Churov they will have to make a signed statement undertaking not to disclose technical details.
The experiment will cover five electoral stations and the good result will be the participation of 10 percent of voted people, i.e. roughly 500 in absolute figures. The plans are to spend 1 million ruble for it and the Federal Informatization Center of Central Election Committee and federal-run Voskhod will arrange the experiment.
On leaving ordinary polling stations, the electors will be requested to double their vote by using the e-voting disk activated at the computer in the specially-equipped nearby Internet-outlet or at any other computer, including the PC at home.
The technological success of the experiment will pave the way for using this voting methods in the hard-to-reach places, for instance, in the foreign-going vessels or the Far North.
