Official Sold Military Plant Cheap
The Central District Court of Khabarovsk has sentenced Yulia Demyanenko, former deputy director of the territorial department of the Federal Agency for the Management of Federal Property (Rosimushchestvo), to five years’ suspended sentence for exceeding her authority, leading to the illegal sale of the Defense Ministry’s federal state unitary enterprise 89th Central Vehicle Repair Plant. The plant was sold at least 72 million rubles below its value of 109 million rubles.
Rosimushchestvo decided in 2005 to sell the plant and a liquidation commission was formed to organize its open sale. Before that could be done, people appeared at the plant with documents showing that they were the plant’s new owners through trading conducted by OOO Alternativa. Alternativa had an agreement to conduct the sale signed by liquidation commission member Demyanenko on July 26, 2006.

At first, a criminal case was initiated for the forgery of an official’s signature. It soon turned out, however, that Demyanenko’s signature was authentic. The sale was carried out with violations of laws on privatization. The information published in the local newspaper was insufficient, for example. Demyanenko is banned from holding any government position for three years. She denies her guilt in the case. A suit filed by Rosimushchestvo to reverse the deal for the plant is now in arbitration court.
