Foreigners Will Be Kept Out for Debt
Director of the Federal Court Bailiffs Service Nikolay Vinnichenko stated on Thursday that his agency considers it necessary to prohibit foreigners with debts in Russia from entering the country. “We are working on a new edition of the law that would allow entry into Russia to be restricted for foreigner citizen debtors,” he said. “We are not talking about restricting entry for political motives.” Rather, foreigner who do not fulfill court decisions in Russia or do not pay administrative fines would be placed on a list for non-entry.
This is not the first action the bailiffs have taken against foreign debtors recently. Two weeks ago, the bailiff’s service reported the first case where a foreigner was prevented from leaving the country without paying his debts. Although it is much easier to collect a debt from a person who is located within the country, there is a flip side to that policy. The bailiff’s service thus legalizes the presence of the debtor in Russia, which could potentially be used by illegal immigrants to avoid deportation.
The ban on the entry of debtors does not have that drawback, but it has a logical problem: People who are subject to dunning in Russia are unlikely to want to return once they leave. In the unlikely event that they return to Russia, their debts could be collected then, unless they are prohibited from entering the country.
