Economic Development Ministry Writes Concepts in Free Style
Elaborated by the RF Economic Development Ministry, the draft concept of Russia’s social and economic development up to 2020 has been submitted to the government for preliminary discussion. The ministry specified in it the VAT reduction from 18 percent to 12 percent in 2010. The cabinet will focus on the concept September 22, but Finance Minister Alexei Kudrin is already displeased with it, saying its plans haven’t been backed up by the estimate of budget potential.
Oleg Fomichev, the new director of strategic management and budgeting department at the RF Economic Development Ministry, is in charge of the concept of Russia’s social and economic development. The draft has been submitted to the government for preliminary consideration at the meetings held by First Vice Premier Igor Shuvalov, while the final discussion is slated for September 22.
The elaborated concept spells out two stages of Russia’s development. The first one lasts till 2012 and provides for creating potential for further advance of economy. The second stage (2012 to 2020) sets forth the transition to renewed technological base, while the actual innovation and socially-targeted growth are scheduled to begin after 2020.
The tax section of the concept is of particular interest. It advocates the VAT reduction from 18 percent to 12 percent in 2010. The tricky point is that, although added to the concept, that proposal of Economic Development Ministry has been agreed on neither with the Finance Ministry nor with the government.
The draft of Economic Development Ministry has been forwarded for further elaboration, Finance Minister Alexei Kudrin announced yesterday. “The concept… will be elaborated by early September with regard to 15-year financial plan that the Finance Ministry is making out,” Kudrin pointed out.
