FSB to Sanction Aliens Willing to Control Strategic Industries in Russia
It will be the Federal Security Service (Russia’s abbreviation is FSB) that will authorize foreigners to get control over the assets in strategic industries of Russia, Industry and Energy Minister Viktor Khristenko made clear January 31.
On January 31, Khristenko presented to government the report on the bill on foreign investments in commercial companies in Russia that are of strategic significance for the national security.

“The sanction could be given only at the level of collegial body, given the sanction of FSB that is responsible for the country’s security is available,” the minister specified.

This collegial body, i.e. a special government’s commission granting permits for buying assets in strategic industries, should include heads of the ministers and departments of economic and enforcement blocs, Khristenko said.

Should the deal be made with no sanction of the government commission, it could be appealed to a court and deemed null and void. The last conciliation sitting on the bill was conducted November 3, 2006, but not all departments agreed on it, according to Khristenko.

While elaborating the bill, Prime Minister Mikhail Fradkov ordered to get the FSB sanction for it within two weeks, the RIA Novosti news agency reported.
