Ex-Nenets Governor Faces New Charges
Alexey Barinov, former governor of the Nenets Autonomous Area, was charged with eight more criminal acts on New Year's eve, bringing the total charges to ten, the Rosbalt news agency reports. Seven of the charges are related to his activities as general director of Arkhangelskgeodobycha in 1999 and 2000, and the remaining charges are related to his term as governor of the autonomous area in 2005 and 2006.
According to investigators, Barinov exceeded his authority on his last job in the private sector (article 285 of the Criminal Code of the Russian Federation) and misused budget funds as governor (article 285 of the Criminal Code). In addition, an earlier charge of embezzlement (article 159) has been changed to appropriation of entrusted property (article 160).

The investigation of all the charges has been completed. The material in the case occupies 75 volumes, which the defendant and his lawyers have begun to examine. Several more charges are possible against Barinov, pending the conclusion of further investigations. Barinov was arrested in May of last year, while still in office. He has been held in Matrosskaya Tishina Prison in Moscow since then. The media have speculated that Barinov was the victim of a conflict between large oil companies. He is to be released from investigative holding on January 26.
