Duma Announced Amnesty to Militants and Soldiers
Russian State Duma adopted a resolution according to which those who committed crimes during the anti-terrorist operation in Southern Federal District of Russia are relieved of punishment. Both Russian soldiers and members of illegal militant groupings, who did not commit grave offense or felony, will be amnestied.
The amnesty will remain open for 6 months after Duma’s resolution is published. It will not apply to militants guilty of terrorism and hostage taking, and to Russian soldiers who embezzled or sold weapons.

Russian authorities began talking of another amnesty for Chechen militants in mid-July, a few days after one of Chechen terrorist leaders Shamil Basaev was killed. Head of Russian Federal Security Service (FSB) Nikolai Patrushev, on behalf of the National Anti-Terrorism Committee, promised that the case of each repentant militant will be regarded objectively and impartially.

It became known in September that Duma’s resolution will concern not only militants, but also Russian soldiers who committed crimes during anti-terrorist operations in Southern Federal District of Russia.
