The Government to Be Closed for the Media
May 27, While RF Government has not taken a decision, not matter what kind, there is no sense in spreading information about it, Mikhail Fradkov expressed his opinion, commenting the information on higher secrecy of the Cabinet’s work. At the same time, he stressed that there is no limiting the communication between members of the Government and the media.
RF Finance Minister Aleksey Kudrin, in his turn, brought up the question of responsibility of the Government officials concerning their comments to the press. “There’re cases when this or that ministry made up something interesting and starts telling about this or that duty introduction as a protective measure for this or that industry,” – he said. Very often this kind of statement means only that the idea stroke just one of the officials, but his proposal has not yet been considered either in the Government, or in the ministries, he added.
Kudrin suggested making a rule, when the Government discusses this or that proposal only after it has been coordinated within particular ministries.
Head of the Apparatus, Dmitry Kozak believes that documents introduced to the Government by ministries must not be passed to the media if not fully coordinated. This is envisaged by provisions on the Government Apparatus and the regulations of the Cabinet of Ministers, approved by RF Government today. However, Dmitry Kozak particularly stressed that “no limitations are being introduced” for the information “which belongs to distribution in open systems.” He noted also that earlier he had met with journalists and discussed the questions that bothered them since they have to work with the Government. Dmitry Kozak reported that after the meeting the documents mentioned above were “corrected” considering journalists’ requests.
Describing provisions approved today, Prime-Minister noted there were no limitations for the journalists, the provisions are called to put in order the work of the Apparatus and the Cabinet of Ministers. We maintain to be open as we have declared before, the Premier stressed.
