Baluevsky, Yury Nikolaevich
First Deputy Minister of Defense, Chief of the Joint Staff (since July 19, 2004), Colonel General.
Born January 9, 1947 in Truskavets, Lvov Region, Ukrainian SSR. Graduated from the Leningrad Higher General Military Command School (1970), Frunze Academy (1980) and General Staff Academy (1990).
Served as commander of an infantry troop and squadron, as an officer in the staff operations division of the 28th General Krasnoznamennaya Army (Grodno) of the Belarusian Military District. Made an officer in 1974, then served as senior officer in the staff operations division of the Army Group of Soviet Forces in Germany. In 1979, made senior officer of the staff operations division of the 6th General Army (Petrozavodsk), then senior of the operative staff department of the Leningrad Military District.
From 1982-1988, served in the Main Operations Department of the Joint Staff as senior operations officer and group head. After 1990, special missions officer for Deputy Minister of Defense of the USSR Vladislav Achalov, deputy desk officer, desk officer of Main Operations Department of the Joint Staff. In 1993, made chief of staff and first deputy commander of the Russian Military Group in the Transcaucasus. In 1995, made department chief and deputy chief of the Main Operations Department of the Joint Staff of the Air Force of the Russian Federation. In June 1996, became acting chief of the Main Operations Department of the Joint Staff and, in August 1997, was confirmed in that position. Rukshin, Aleksandr Sergeevich
Chief of the Main Operations Department (since August 28, 2001), first deputy Chief of the General Staff (since August 2004), Colonel General.
Born April 1, 1949, in Bar, Vinnitsa Region, Ukrainian SSR. Graduated from the Kiev Higher General Military Command School (1972), Frunze Academy (1978) and Joint Staff Academy (1990).
Began as a troop commander, served in infantry and tank divisions. At the end of the 1980s, commanded the 129th Infantry Training Division (Knyaze-Volkonskoe) of the Far Eastern Military District. Then made chief of staff and first deputy commander of the army of the Belarusian Military District. In 1992, made first deputy department chief and chief of a department of the Main Operations Department of the Joint Staff. In 1996, deputy, later first deputy, to Chief of the Main Operating Division Yury Baluevsky. Born January 4, 1946, in Tambov Region. Graduated from the Minsk Higher Antiballistic Engineering School (1969), Frunze Academy (1974) and Joint Staff Academy (1988).
Worked for more than 20 years in the Main Intelligence Department of the Joint Staff. In 1992, made chief of a department and first deputy chief of the Main Intelligence Department. In july 1999, was thanked by Russian President Boris Yeltsin for his “significant contribution to the process of settling the conflict in Kosovo.”

Maslov, Aleksey Fedorovich
Commander-in-Chief of Ground Forces (since November 5, 2004), Colonel General.
Born September 23, 1953, in Panskoe, Kursk region. Graduated from the Kharkov Higher Tank Command School (1974), Armored Forces Academy (1984) and Joint Staff Academy (1998).
Served as troop, squadron and battalion commander in the Carpathian Military District. In 1986, became regiment commander and deputy commander of the 15th Mozyr Guards Tank Division of the Central Forces Group (Czechoslovakia). Transferred to the Volga-Ural Military District along with division in 1990. In 1994, made commander of the 15th Tank Division (Chebarkul) of the Ural Military District. In 1998, appointed deputy commander for battle preparedness of forces of the Transbaikal Military District (Chita). In 1999, after the merger of the Siberian and Transbaikal Military Districts, became deputy commander and head of the department of battle preparedness of the Siberian Military District. In March 2000, made chief of staff and first deputy commander of the 36th Army (Borzya) of the Siberian Military District. In June 2001, became commander of the 57th Army Corps (Ulan-Ude). In March 2003, made chief of staff and first deputy commander of forces of the North Caucasus Military District.

Mikhailov, Vladimir Sergeevich
Commander-in-chief of the Air Force (since January 21, 2002), General of the Army.
Born October 6, 1943, in Kudinovo, Moscow Region. Graduated from Kudinovo Machine-Building School with specialty in foundry engineering (1962), Eisk Higher Military Aviation School for Pilots (1966, with a gold medal), Gagarin Air Force Academy (1975, by correspondence) and the Joint Staff Academy (1991).
Served in practically all flying capacities, commanded an air regiment in Taganrog. In 1980, made chief of the Borisoglebsk Higher Military Aviation School for Pilots, in 1985 deputy, then first deputy, commander of the Air Force in Moscow Military District. Made commander of the North Caucasus Military District in 1991 and commander of the 4th Air Force (Rostov-on-Don). Made more than 40 battle flights in Chechnya. Made deputy commander-in-chief of the Air Force in 1998.
Distinguished pilot. Has flown about 20 types of aircraft, 6000 hours of flight time. Hero of the Russian Federation (according to media reports, received this title for his role in the operation to liquidate Chechen separatist leader Dzhokar Dudaev).

Kuroedov, Vladimir Ivanovich

Born September 5, 1944, in Bamburovo, Maritime Territory. Graduated from the engineering faculty of Makarov Pacific Higher Naval School (1967), Naval Academy (1978), Joint Staff Academy (1989, with a gold medal).
In 1967, made commander of a military navigation unit of a patrol boat in the Pacific Fleet and assistant to the commander of the ship. In 1971, made commander of a patrol ship of the 47th Regional Naval Defense Brigade (Russky Island). Born January 1, 1949 in Zaisan, Western Kazakhstan Region, Kazakh SSR. Graduated from the Rostov Higher Engineering Command School with a specialization in automated control systems (1971), the command faculty of Dzerzhinsky Academy (1977), Higher Academic Courses in Dzerzhinsky Academy (1984), and the Joint Staff Academy (1991, external degree).
Began working as an engineer in 1971 and became commander of a launch group in a missile regiment. In 1977, became chief of staff and first deputy commander of a rocket regiment. In 1980, made commander of the Guard Rocket Regiment of the 39th Glukhov Division of the Strategic Missile Forces (Berdsk, Novosibirsk Region). In 1983, became chief of staff of the 39th Missile Division (Pashino, Novosibirsk Region). Kogatko, Grigory Iosifovich

Born March 12, 1944, in Velikoaleksandrovka, Nikolaev Region Ukrainian SSR. Graduated from Nikolaev Railway Transport Technical School (1963) and the Academy of Logistic and Transport (1972).
In 1963, began service in the railway forces. Took part in the construction of the Evlakh – Barda – Agdam and Akstafa – Idzhevan railway lines, the alternate trunk of the Baku railroad junction and the second line of the Lvov railroad and the electrification of the Baku – Tbilisi line. In 1977, became commander of the 7th Railway Brigade (Fevralsk), which ensured expeditious coupling on the eastern part of the Baikal-Amur Railroad. In the mid-1980s, became deputy commander, then commander, of the 1st Railway Corps (Khabarovsk). In 1988, became chief of the Leningrad Frunze Higher School of Railway Forces and Military Transport of the Order of the Red Banner. Served as first deputy commander of the 14th General Army (Tiraspol), then chief of staff and commander of the 1st General Army Guard (Chernigov) in the Kiev Military District. In 1992, became chief of staff of the Baltic Military District (Riga). Soon, that district was reorganized into the Northwest Group of Forces. Abramov, Mikhail Leopoldovich

Born July 6, 1955, in Vladivostok. Graduated from the Makarov Pacific Higher Naval School (1978), Higher Specialized Classes for Naval Fleet Officers (1984), Naval Academy (1989) and Joint Staff Academy (2001).
Began service in 1978 in the Pacific Fleet in Kamchatka as a commander on the patrol ship Storozhevoi (there was a mutiny on that ship against Captain 3rd Class Valery Sablin in 1975, after which it was the ship was transferred from the Baltic Fleet to the Pacific Fleet). Later, commander of a combat unit, senior assistant to a commander and commander of a patrol ship. In 1989, made chief of staff of a brigade of a warship of the Baltic Fleet. In March 1990, made deputy commander of a brigade, then chief of staff and commander of a division of ships in the 10th Operational Squadron of the Pacific Fleet. In 1992, during the U.S. war against Iraq, commanded a detachment of naval ships in the Persian Gulf as part of the large antisubmarine ship Admiral Vinogradov and tanker Boris Butoma. Fedorov, Viktor Dmitrievich
Commander of the Pacific Fleet (since December 3, 2001), Admiral.
Born November 23, 1947, in the People's Republic of China. Graduated from the Far Eastern Maritime School (1968), the navigation faculty of Makarov Pacific Higher Naval School (1976, by correspondence), the Naval Academy (1979) and the Joint Staff Academy (2001).
In 1968, called for active service in the Navy as commander of a navigational combat unit on a minesweeper. Served on ships in the Pacific Fleet in Khabarovsk and Kamchatka. Then was commander of a minesweeper, a division and became chief of staff of a brigade of regional defense ships. In 1979, appointed commander of a Pacific Fleet brigade of regional defense ships. In 1985, became chief of the operations division of the mobilization department of the Pacific Fleet. In the mid-1980s, was a military adviser in Ethiopia. In 1987, appointed chief of staff and first deputy commander of the Maritime Flotilla. In 1991, appointed chief of the mobilization department of the Pacific Fleet. In 1993, made commander of the Maritime Flotilla of diversified forces. In 1997, chief of staff and first deputy commander of the Pacific Fleet.
Awarded the orders “For Service to the Homeland in the Supreme Council of the USSR,” 2nd and 3rd degrees, the Red Star and “For Military Service.” Named Man of the Year in 2004.

Tatarinov, Aleksandr Arkadyevich
Commander of the Black Sea Fleet (since February 17, 2005), Vice Admiral.
Born October 25, 1950, in Chita Region. Graduated from Nakhimov Black Sea Higher Naval School (1972), Higher Specialized Classes for Naval Officers (1980) and the Naval Academy (1988).
In 1972, became chief of a laboratory at a torpedo and rear defense base of the Baltic Fleet. In 1973, became commander of an antiballistic battery on the large antisubmarine ship Slavny of the Baltic Fleet. In 1976, was commander of artillery combat unit on the Slavny. In 1977, was senior assistant to the commander of the patrol ship Bodry, then was senior assistant to the commander of the patrol ship Neukrotimy of the Baltic Fleet. In 1980, appointed commander of the large antisubmarine ship Obraztsovy while it was under repairs. Until 1984, the Obraztsovy was under full renovation in Kaliningrad and Liepiai. In 1988, it was again slated for repairs, and Tatarinov was appointed chief of staff of a brigade of antisubmarine ships in the Baltic Fleet. In 1990, made chief of staff and first deputy commander of the Baltic Naval Base and, in April 1996, was appointed its commander. In September 1997, made chief of staff and first deputy commander of the Black Sea Fleet.
Awarded the orders “For Naval Service” and “For Military Service” and various medals.

Valuev, Vladimir Prokofyevich
Commander of the Baltic Fleet (since April 11, 2001), Admiral.
Born July 16, 1947, in Krasny Luk, Lugansk Region, Ukrainian SSR. Graduated from the Lenin Komsomol Higher Naval Submarine School (1969), Higher Special Officers' Classes (1974), the Naval Academy (1983) and the Joint Staff Academy (1993).
Began service in 1969 on the Pacific Fleet diesel S-44 submarine carrying torpedoes. Was commander of group from the rocket combat unit department and commander of a torpedo unit. In 1971, made assistant to the commander of the K-70 torpedo-carrying diesel submarine. In 1974, appointed senior assistant to the commander of the Northern Fleet K-478 submarine. In 1978, made commander of the K-325 atomic torpedo-carrying submarine. Under Valuev's command, the submarine was transferred from the Northern Fleet to Kamchatka, where it became part of the 10th Emergency Submarine Division of the Pacific Fleet. In 1983, made deputy commander, then chief of staff and commander of a submarine division of the Pacific Fleet. In 1993, appoint chief of staff and first deputy commander of the 4th Pacific Fleet Submarine Flotilla (Pavlovsky, Maritime Territory). After the flotilla was converted into the 4th Squadron in 1994, Valuev was made its commander. In 1996, the 4th Squadron was disbanded and Valuev was appointed deputy chief of the joint staff of the Navy. In November 1996, made first deputy command of the Baltic Fleet. In fall of 2000, made acting commander of Baltic Fleet.
