Parliamentary Election in Chechnya Planned for the Fall of 2004
April 15, Chairman of RF Central Election Commission (TsIK) Aleksander Veshnyakov said that parliamentary election in Chechnya may take place in the fall of 2004. Head of the TsIK refused to specify the date, referring to the fact that it was the Russian President’s prerogative.
“The possibility of parliamentary election in Chechnya in the fall is only being considered,” stated Mr. Veshnyakov at a press-conference in Moscow. He did not specify who was considering the possibility, however, he reminded that according to the constitution of Chechen Republic, the parliamentary election is initiated by RF President.
Chairman of RF Central Election Commission confirmed that the parliament would be elected using a mixed system – part of the deputies will represent single member constituencies, another part will be elected from the party lists.
Aleksander Veshnyakov reminded the journalists that the plenary powers of republic’s Election Commission would expire in June of the current year, so it would be dismissed by the time of election. According to the law the new composition of Chechen Republic’s Election Commission must be formed by the President and the Parliament of Chechen Republic. However, since Chechnya has no legislative assembly of its own, TsIK will assume its powers.
