State Duma to Limit Tobacco Advertising
October 22, Having tightened beer legislation, the State Duma started fighting smoking. On Friday, the deputies will consider on second reading the amendments to the law “On limiting tobacco smoking,” introduced by deputies of the economic policy work group, Kommersant Daily reports.
The bill will prohibit advertising of tobacco in the streets and on the radio and tighten the regulations on advertising tobacco near kids’ culture and medical institutions. Moreover, producers will be obliged to make the warning about health damage cover 5 percent to 10 percent of the pack.

Besides, retail sale of cigarettes will be prohibited in health, culture, sports and education organizations and within 100 meters around them.

The ban on outdoor tobacco advertising will take effect step-by-step. First, it ads will be prohibited on large constructions and roofs of the buildings. Then, in one and a half years it will be prohibited on 3x6 meter billboards. In another year, it will be absolutely prohibited on the streets. Advertising tobacco will thus be fully prohibited by July 1, 2007.

The bill was first introduced in 2000 but has never passed its second reading.
At the same time, outdoor advertising is the key advertising carrier for tobacco companies. More than half of advertising budgets come from tobacco. Analysts predict that, this year, the volume of tobacco advertising in Russia will reach $90 million.

Let us remind you that, August 8, the Council of Federation approved amendments to the law “On Advertising,” limiting beer advertising. The new law prohibits radio and TV ads from 7:00 a.m. to 10 p.m.
