Sakhalin Governor Withdraws Japan’s Aid
April 7, Governor of Sakhalin Region Ivan Malakhov said the southern Kurils did not need Japan’s humanitarian aid . The governor preferred help in the form of money, which could be used in the regional budget.
While talking to the journalists, Governor Malakhov declared that humanitarian aid for the residents of the Kuril Islands Iturup, Kunashiri, and Shikotan was “based on the vision of the Japanese side of the residents’ needs.” This “vision,” according to the Governor, was that the Islands at issue needed flour, vegetable oil and candles.

“Humanitarian aid the way it exists today is not needed,” concluded Ivan Malakhov.

This aid, head of the region believed, would be far more efficient if it came into the region by way of money. The money would be used by regional administration to buy all that was necessary for Kurils residents through organizing special tenders, which, as Mr. Malakhov noted, was “more profitable and corresponds more to market relations.”
