Russia's First Toll Roads to Open in Summer 2005
August 11, The first toll roads in Russia may appear by the summer of 2005, Nezavisimaya gazeta newspaper reports on its website. At least, says Aleksandr Nosov, adviser to the Minister of Transport, that is when the government plans to launch various “pilot projects.”
Nosov said in an interview with that newspaper that the Ministry of Transport would attract domestic and foreign private investment for the construction of roads.
Investors will receive a concession on the roads they build, but will not be their owners. The portion of private investment in the toll-road network has been set by the government at 18-20%. The concession or rental term for these roads will be reasonable lengthy, between 20 and 49 years, which should make the project attractive to businessmen as well. The state intends the first pay roads to run alongside the large highways between Moscow and St. Petersburg.
