Moscow Slashes 2009 Budget
The spending portion of 2009 Moscow budget will narrow by 202 billion ruble, Yuri Korostelev, who heads the city’s finance department, said during the sitting of the Moscow Duma’s budget and finance commission.
The draft budget that the Moscow Duma passed in the first reading, spelled out the spending of 1.663 trillion ruble in 2009, 1.882 trillion ruble in 2010 and 2.223 trillion ruble in 2011. “Nowadays, the costs will be curtailed by 202 billion ruble, 183 billion ruble and 260.7 billion ruble respectively,” Interfax quoted Korostelev as saying.

The aftereffects of global financial collapse are being felt now, the official said, adding that the revenue portion of Moscow budget will probably lose 143.3 billion ruble in 2009, 182.3 billion ruble in 2010 and 217.6 billion ruble in 2011.

“This scenario is fairly optimistic. We provide for the 6 percent increase in budget. The actions taken by Moscow government, Moscow Duma to sustain real sector of economy, small business, the actions aimed at preventing crisis aftereffects inspire optimism,” Korostelev said.

According to the official, they will maintain the planned budget increase in the social field next year, but have to shelve a number of investment projects, “which absence could be endured.” Because of the crisis, Korostelev specified, the budgets in certain regions are being elaborated with indicators, which amount is below 2008.
