Ukraine Wants Agreement on Black Sea Fleet
Ukraine and Russia will hold a meeting of specialists in Moscow in December to discuss a draft agreement on the actions of the Russian Black Sea Fleet in crisis situations, reports Ukrainian ambassador extraordinary Viktor Semenov. He said that, after a meeting of experts in a working group, it was decided that both sides would draft agreements and exchange their drafts. Now the experts are meeting to discuss each other’s proposals and draft a final version for signing by the two countries.
Ukraine is insisting that the agreement on the behavior of the Russian Black Sea Fleet, which is based in Ukrainian territory, be completed and signed as soon as possible. At the beginning of September, Ukraine initiated negotiations on the fleet’s actions in crisis situations on September 25 and 26 in Kiev. On August 17, Ukrainian President Viktor Yushchenko asked Russian President Dmitry Medvedev to organize a subcommission of the Russian-Ukrainian interstate commission on the Russian Black Sea Fleet.

Yushchenko proposed to Medvedev that they begin negotiations on regulating the movement of the Black Sea Fleet during military actions, such as occurred in Georgia. On August 13, Yushchenko approved a procedure for the servicemen, ships and airplanes to cross Ukrainian borders and to leave their bases.
