Medvedev to Speak of Country's Development, Global Financial System Reform Nov 5
The first message that Dmitry Medvedev will deliver to the Federal Assembly in the president's capacity will be dedicated to development of Russia and to reforming the global financial system, RIA Novosti reported.
President Dmitry Medvedev will address the Federal Assembly November 5 at 12:00 a.m. MSK. Contrary to the recent practice to deliver the message from the Marble Hall of the Kremlin, Medvedev will speak to MPs from the Grand Kremlin Palace, St. George Hall. The RF former president Vladimir Putin presented the Concept for Russia's development till 2020 exactly from St. George Hall.
The decision to change the venue of the message roots in the bigger sitting capacity of the hall of the Grand Kremlin Palace and in its better correspondence to the event, which will be attended by 292 journalists of Russia's and foreign media.
It will be the first message that Medvedev will deliver to the Federal Assembly in the president's capacity and the 15th address of the head of the state in history of presidential messages in Russia.
Medvedev will address the parliament in five months after inauguration, in three months after the armed conflict in South Ossetia, in the heat of the global financial turmoil, a day after the presidential election in the United States and on the eve of the first of several G20 summits aimed at emerging from financial crisis.
