State Duma to Tune Order of Business to President’s Message
The lower house of Russia’s parliament, the State Duma, will change its order of business November 5 to hear the message of President Dmitry Medvedev to the RF Federal Assembly. The plenary sitting will begin not at 10 a.m. MSK, which is the usual practice, but in the afternoon, State Duma's Speaker Boris Gryzlov told reporters Thursday.
“November 5 is the day of reading the message of the Russian Federation president to the RF Federal Assembly, so we have adjusted the plan of our work and will begin at 2:30 p.m.,” Gryzlov said.

Usually, the State Duma’s plenary sittings that are held twice a week (on Wednesday and Friday) begin at 10:00 a.m.

According to Gryzlov, they will have the government’s hour on the same day, where RF Agriculture Minister Alexei Gordeev has been invited.

President Dmitry Medvedev will address the Federal Assembly November 5, at 12:00 a.m. MSK, the Kremlin’s news service reported. This message will be the first address of Medvedev to parliament.
